Call for Papers for P2P Financial Systems 2023 is Now Open!

Background

We invite you to submit your original research contributions to the 9th P2P Financial Systems International Workshop (P2PFISY 2023). This year’s workshop will be held at the Bank of Italy in Rome on 26th – 27th September 2023. The P2P Financial Systems Workshop (P2PFISY) is a cutting-edge international event that began in 2015, first hosted at the Deutsche Bundesbank by Dr. Paolo Tasca. Today, it is an international workshop bringing together industry leaders, regulators, and scholars interested in Peer-to-Peer (P2P) and decentralised financial systems to share their experiences, research, and policy analyses.

Workshop Objective

The P2PFISY 2023 will emphasise the evolving landscape of Decentralised Emerging Digital Technologies and their implications for instant payments, open finance, sustainable finance, and integration of ESG. In doing so, P2PFISY 2023 will explore the challenges and opportunities posed by the rapid digitalisation of financial services. Additionally, the workshop will examine the increasing importance of sustainable finance; the integration of environmental, social, and governance (ESG) factors in investment decisions; and the role of decentralised technologies in promoting financial stability and inclusion.

Workshop Themes

The workshop organisers invite authors from academia, public institutions (including central banks), special interest groups, or the private sector to submit policy-oriented, theoretical, and empirical papers. These papers should be original contributions and focus on decentralised emerging digital technologies, covering at least one of the following themes:

1) Instant Payments and Open Finance

Theme 1: Instant Payments

Exploring real-time payment systems’ impact, opportunities, and challenges on financial markets, ecosystems, and cross-border transactions. We welcome contributions on the following:

  • Regulatory challenges and opportunities in implementing instant payments
  • The potential for instant payments to increase financial inclusion
  • Security aspects and risk management in real-time payment systems
  • Innovations in instant payment technology and user experience
  • The role of instant payments in facilitating cross-border transactions and remittances
  • Integration of instant payments with blockchain and other emerging technologies

Theme 2: The Path Towards PSD3 (from Open Banking to Open Finance)

Research in this area is crucial as we move towards a more open financial landscape. We are interested in papers that examine the transition from the current Payment Services Directive 2 (PSD2) to a potential PSD3, examining the evolution of financial services regulation and the change from open banking principles to a broader open finance landscape, mainly covering:

  • Expansion of open banking principles to other financial services
  • Customer data protection, privacy, and consent management
  • The role of regulatory sandboxes in fostering innovation
  • Interoperability and standardisation challenges in open finance
  • The impact of PSD3 on competition, innovation, and consumer choice
  • Collaborative approaches to regulation and industry-led initiatives

Theme 3: Financial Inclusivity, Digital Currencies and Decentralised Finance (DeFi) in the Context of Open Finance

Addressing the challenges and opportunities of Central Bank Digital Currencies (CBDCs), parallel digital currencies and DeFi in promoting financial stability and fostering inclusivity. Submissions should focus on:

  • The intersection of DeFi, CBDCs, and other digital currencies with Open Finance: How can these principles inform and enhance the Open Finance landscape?
  • Regulatory challenges and opportunities of integrating DeFi, CBDCs, and digital currencies into Open Finance.
  • The role of DeFi, digital currencies, and CBDCs in democratising finance and fostering financial inclusion within an Open Finance framework.
  • Risk management and security in the integration of DeFi, CBDCs, and digital currencies with traditional financial systems.
  • The potential of DeFi, digital currencies, and CBDCs to transform key aspects of Open Finance, such as lending, insurance, and asset management services.
  • Interoperability within the Open Finance architecture: Understanding how DeFi protocols and traditional financial systems interact, and separately, how CBDCs and digital currencies interface with existing financial infrastructures.
  • The influence of DeFi, digital currencies, and CBDCs on innovation, competition, and consumer choice in the Open Finance ecosystem.
  • Ethical considerations, consumer protection, and data privacy in the DeFi space, digital currency, and CBDC sectors within the context of Open Finance.
  • Exploration of use cases combining DeFi, CBDCs, and digital currencies with Open Finance principles to enhance financial services.
  • Exploration of use cases: Considering the unique applications of DeFi principles within the Open Finance framework, and the potential of digital currencies and CBDCs to enhance financial services.

2) Sustainable Finance

ESG in Digital Finance and Emerging Digital Technologies

Understanding the role of decentralised technologies in promoting sustainable finance and incorporating environmental, social, and governance factors into investment decisions. Submitted papers may cover the following topics:

  • The role of blockchain and digital assets in sustainable finance
  • ESG data, reporting, and analytics in the age of decentralisation
  • The tokenisation of green and social bonds
  • Decentralised finance (DeFi) platforms for sustainable investments
  • Climate risk and resilience in digital financial systems
  • Regulatory frameworks and incentives for promoting ESG integration

Guidelines

Each submission should include an abstract and the name and email address of a nominated author who will present the paper at the workshop. The abstracts of around 1,000 words (preferably the completed papers) should be in English. Any mention of the author’s names or affiliations should be removed from the submitted paper. The Scientific Committee of the P2P Financial Systems Workshop will review submitted papers. Extended abstract/papers should be submitted in PDF format through the EasyChair P2PFISY 2023 Call for Papers.

Selection Process and Workshop Participation

The workshop’s Scientific Committee will review all abstracts/papers submitted by the deadline regarding their quality, policy relevance, and potential level of interest while ensuring an overall balance of topics, stakeholders interests, and approaches. By submitting their papers, authors also agree to revise them based on the discussion at the conference and to allow them to be published on the conference website.

  • Notification of acceptance/rejection: 15th August 2023
  • Workshop at Banca d'Italia, Rome: 26th - 27th September 2023
